A protective barrier is indicated where an openable window has a sill below 800mm, its operation permits a fall, and the drop beyond is more than 600mm.
At 2 storeys or more, also check clause 4.8.4 where external glazing is cleaned from inside.
Where any part of a window is more than 4m above adjacent ground/internal floor, the handbook provides for safe cleaning from inside, a suitable loadbearing surface, or a building-mounted access system.
When cleaning from inside, the cleaner should remain standing on the floor and should not need to sit/stand on the sill or use aids to reach the external face.
